Actually, I would've taken the title as an anagram of "mute", which would nicely fit the subject. Beyond that, I'll have to admit/claim ignorance as the main item any online search for "muet" turns up is totally inappropriate to this story (Malaysian University English Test) and the others, like "Miami University Equiestrian Team" are equally unappropo.

An rather interesting 'short bit", though and with the seeds of some fascinating plot bunnies.
