It's okay to get writers block - it's just a part of being a writer and living this life. Don't feel like you have to spit out a chapter just because you don't feel like you can't write or that you owe it to the readers or some shit like that. If you're ever not happy with a chapter, wait. Don't post it because it will only make you angry and stress you out. Case and point "I think I hate this chapter, it may change."
Another thing, it's okay for things to change. You don't have to be in love with all of your chapters, re-writes are this great little thing that makes the "bad" chapters turn good and even the good chapters better. They're not a bad thing.
Now, I'm here to say that it wasn't a terrible chapter and you shouldn't hate it.
Plot wise I thought there was a lot of potential - the chat with Gerard for instance and the fact that Brooklyn is getting out of the treatment center. These are HUGE story line advances!
My only suggestion would be to maybe use each part as it's own chapter. The chat with Gerard has been eluded to for so long and people have been waiting for it. For it to only last a couple sentences was, (to be completely honest) a tiny bit of a let down.
BUT THAT'S OKAY.
It doesn't make the story bad or less original or less interesting and it doesn't make me like the story any less.
I really hope that this helps, that any of it helps and that you're not offended that I'm spouting off all of this.
I'll be honest, I had a really great friend whose also a writer give me some very honest advice and it really helped me, so I really hope that I can do the same for you.
I hope that you find some inspiration and can continue this story. Take your time, don't feel rushed.

1. Mikey and Gerard's relationship is a work in progress, so don't be too disappointed, Mikey's still real hurt and there's a lot left to be said. So don't worry about that.
2. And there are kind of two seperate story lines here, if that makes sense. There's mikey working on himself and his relationship with gerard, and also his relationship with Brook. Thats why the chaps are normally split into two halves. :)
