I'm pretty sure as well that he didn't think he loved Alfeegi until he couldn't get him.
I'm not sure about the ending. It needs to be short, like the other parts, but something must have happened to clue Alfeegi in... unless it was a tease all along to get Ruwalk to fall in love, instead of lust.
