One of the best 'running the numbers' I've yet seen; also the creation of the regional schools (who aren't allowed to offer NEWT classes) and the other schools mentioned nicely squares the circle She-Who-...oh, you know who I mean never quite got around to. I'm also liking your version of future Harry melded with present Harry better than another other I can remember reading--he's not all powerful/rich, but is getting the job done quite handily!
