For anyone reading this who can't figure out what to Google, the extended joke is Quirrel's exposition of the "Ashwinder Doctrine". The pun is on "ashwinder".
The Ashwander Doctrine is a set of rules from US constitutional law, and I've been wanting to insert a joke about it ever since I read Kettleburn's entry on the Harry Potter Wiki. :) It is exceptionally unlikely that a non-American would have heard of it, though.
