When I read the first few paragraphs I was worried that you were going to match up Luna with Sirius. After all, you did something like that with a young Hermione and an older 'old believer' in one of your other stories. But I relaxed during the course of the chapter, only to be worried again by Sirius's comments at the end.
Harry building a new school is a new one, good idea. I much prefer it to them permanently leaving the British Wizarding World!
