a further reasoning for h/hr might become that hermione turns to harry completely for help and protection for her and her family...her full support of him could result in affection...

Dumbledore is playing a very deep, nasty and unethical game. There is a lot at stake for him, and he is the master chess player. The politics of the ministry are important in the story.
