Yuck. That is all I can say about Bellatrix' proposed sacrifice. It is completely in character for the commonest fan view of her - virtually in love with Voldemort and a serious BDSM addict. However, I still say "Yuck".
That aside, there are a few issues to be resolved - What is Percy's role? Has he fallen to the dark, or was he approached by an authority figure who was, unknown to him, a Death Eater?
Much remains to be seen.

If the sequence wasn't clear, sorry if I skipped too much.
Voldie got a contact from the days of Grindelwald to get the three things he needs (bone, blood, Bella).
It would be fairly open knowledge that Harry would be at the Burrow at some point during the Christmas Holiday.
The contact put the Imperius on Percy and then waited. He then had Percy interfere with the twin's prank, resulting in Harry getting bloody.
