It all depends on what your going for.
Maybe just grow it out, it works sometimes (legit mine looks like Kellin Quinn's right now, so nobody's coming close to it)
But,
Gah it really depends on what style you want.
The first thing I think of is textured and layered; it looks nice (depending on who you are)

Edgier is what I would say (dye?)
Okay yeah, I live off hair dye so sorry if it gets annoying.
But what I would reccomend, trying to be really broad on the subject.
Get your hair layered or textured, and get highlights, a fringe, underlayers. Something dyed some colour (most hair dye for do it yourself is like 15-25 bucks for a full kit. The colours usually come with bleach and all that to make it really bright).
Maybe a bit above shoulder length? not really short, just a bit.
