Not true Well not really seeing as Not only is there not a "Nine tails" Festival, Naruto in Canon was NEVER beaten by the Villagers. He was Ignored but never Beaten. That's why he originally wanted to be Hokage, so "people would pay attention to me". Someone who is beaten would hate attention.
