Jiggles followed Naruto into the Raikage's office, and began feeling nervous. He wasn't the strongest Kage she'd ever met, not even close, but as a citizen of Lightning Country he was still her Kage and she was at his whim, he wasn't the worst looking old guy she'd ever had to degrade herself for, he was kind of cute in the old guy way, so if she had to fuck him to get what she wanted she was ready... though she was hoping Naruto-kun would do all the work for her. 'Why'd I call him kun? He's the sexiest man I've ever met in my life and I'd fuck him in the street if he even hinted that he wanted to... but I've only known him a few days... fuck it, he's already in my heart, he's kun.' Jiggles thought. She stopped in front of the Raikage's desk to Naruto's left, greeting him formally and bowed politely. His bodyguard was there, she gave him a friendly smile, she could tell he was stronger than her, and she was a little intimidated, he was huge and those big swords on his back didn't help any, nor did that big scar on his face. She hid her reaction when Naruto called him scarface, and he just chuckled.
"Jiggles won my tournament..." Naruto said as he pulled a scroll from his pocket and tossed it to the Raikage. "Your money is in the scroll, fifty million... lucky bastard." Naruto said with a smirk.
The Raikage caught it as a big smile appeared on his face. He pushed a button on his desk and a few moments later a five foot five, short-haired blonde with round E cup tits bouncing under her shirt came in. "Take this to Accounting, unseal it and put it in the treasury, its fifty million."
The blonde's face lit up with a huge smile, she took the scroll and bowed. "Hai, Raikage-sama. How do you want it allocated in the budget" She asked.
"Move twenty million into the building fund for the new Academy, have the crews ready to start construction August first, I want it finished by August twenty-fifth so classes can start September first, if it isn't, I'll send my best problem solver to make it ready, then he'll have a little talk with you for failing to properly relay my message." The Raikage said firmly and gave a nod to his bodyguard.
Her face paled as she looked up at the now smiling giant. "Raitora-sama?" The small blonde nervously asked.
Raitora looked at her. "I hope you aren't a bleeder." He said calmly in his deep voice.
"I will not fail you Raikage-sama." She said quickly, bowed, turned and nearly ran from the office, almost slamming the door behind her.
"Why did you do that to her?" Naruto asked, slightly amused.
"Just because I'm the Raikage doesn't mean I can't have some fun occasionally... you certainly do Naruto-sama." The Raikage said with a smirk.
"Point taken. I have something serious to discuss with you concerning Jiggles and one of your citizens." Naruto said seriously.
The Raikage's smile faded, he hated it when Naruto got serious, it always meant he was about to lose something.
===9:00 AM, Hoteri's House===
Hoteri ran to her front door smiling happily as she'd seen her guest coming through the window, like most ten year old girls she had a crush on Naruto, but unlike many of the older girls she hadn't done anything with him other than give him a kiss on the cheek. She was taking classes three times a week at the Mansion he saved her at years ago, but she was still at least two years away from being a Genin. She opened the door before he reached it and saw the woman with him. She was shorter than him, with long black hair like hers and huge breasts, almost the biggest she'd ever seen, but not quite. As they got closer the big boob lady got nervous, she didn't know why though, adults never got nervous meeting kids. When he got close, she smiled big and leapt up into his arms, he caught her and they hugged tightly a moment, then he kissed her cheek as he always did and put her down. She straightened the sleeveless green jacket over her short-sleeved red shirt and brown shorts. "Hello Naruto-sensei, please come in." Hoteri said happily. "Who's the pretty lady, she from Konoha?" Hoteri asked as they passed her and she closed the door.
"Hokage-sama, welcome to our humble home." Hoteri's mom said then she and her husband bowed.
"Please, I've asked you to just call me Naruto. I am here as Hokage, but you're friends... if you have to be formal, Naruto-sama is fine. I insist." Naruto said calmly, though he understood why they did it.
"Hai Ho... Naruto-sama. Why did you want to see us... is something wrong?" Hoteri's mom asked, slightly nervous. Naruto had visited as their daughter's friend and unofficial Sensei, but never as Hokage.
Naruto, Jiggles beside him, followed them to the couch where they sat, he stood with Jiggles six feet away. Naruto took a deep breath and let it out slowly. "I'm here because of you Hoteri-chan. You're adopted, as you know... I have good news and bad news. The good news is I found your real parents."
Hoteri leapt off the couch. "YOU FOUND MY REAL PARENTS?" She practically screamed in excitement. A moment later her mother pulled her back into a hug.
"There's bad news too... I can't tell you everything yet, but I'm sorry to tell you your father is dead." Naruto said, he got a pain in his chest when he saw her face fall, she was just filled with joy and he'd shattered it. Then her head shot up again.
"You said my daddy was dead... wh, what about my mom?" Hoteri asked nervously.
This was it, Naruto glanced subtly at Jiggles, who returned his subtle glance, he knew they'd missed it. "She's alive and wants to do more than meet you... if its alright with your adopted parents she'd like to claim you as her natural daughter and take you to Konoha to live with her."
Hoteri was stunned, she was smart for her age, but this was too much to absorb all at once.
Hoteri's parents were stunned too, then they saw the woman with Naruto subtly fidgeting nervously, glanced at each other and their eyes got a little bigger for a moment as they figured it out. They loved Hoteri deeply and would gladly die to protect her, but they weren't stupid, they were getting too old to properly care for her, they exchanged knowing glances as only a couple that's been together for a long time can, they knew exactly what the other was thinking. Konoha was the most powerful, and prosperous shinobi village in the entire Elemental Nation and would give Hoteri the life they couldn't. She released Hoteri and stood with her husband as tears started down her cheeks. "You're her birth mother aren't you?"
Hoteri whipped around and stared at Jiggles, her eyes big as saucers, her bottom lip trembling.
Jiggles almost lost her composure, she got down on her left knee. "Hai, Hoteri... I'm your mother." Jiggles said, she was beyond nervous. If Hoteri rejected her she'd be totally devastated.
Hoteri stepped up to Jiggles slowly and nervously, her mind spinning so fast she was almost dizzy. She nervously reached out with her right hand and touched Jiggles left cheek, wiping away the tear that was running down it. "You're really my... my Kaa-san?"
Hoteri's adopted mother flinched at the word, it tore at her heart but she knew this would be best for her. "Go on Hoteri-chan... it's okay, she's your real mother... hug her." She said calmly, but inside her heart was breaking, despite how happy she was Hoteri had found her birth mother, they hadn't said anything, but had figured out years ago the money they got every month had to be from the woman kneeling in front of them and expected this to happen some day. Didn't mean they were ready for it though.
Hoteri looked behind her at her parents, the people that had raised her and saw their happy smiles and nod it was okay. If they said it was okay, it had to be, they'd never lied to her. She took a step forward and hugged Jiggles as best she could around her neck, she'd never get her arms around her chest, her boobies were too big.
Jiggles returned the hug as tears poured down her cheeks. She looked at Hoteri's adopted parents and silently said 'thank you'. She could see the pain and heartbreak they were feeling, but they were also holding it in so Hoteri didn't see.
===10:29 AM===
A single tear running down her left cheek, Hoteri's adopted mother signed her name below her husband's. It was now official, Hoteri was legally no longer their daughter, but knowing they'd always be special to Hoteri and would see her on Naruto's regular visits was enough. "I'll miss you Hoteri-chan, now you be a good girl, and write to us so we know how you're doing." She said then gave Hoteri a final hug.
Hoteri turned her head slightly when Naruto leaned down and whispered in her ear, a big smile appeared on her face. "I will, Baa-chan, Jiji."
They were shocked a moment, then smiled happily at being called grandmother and grandfather.
"I can make it legal if you want, she doesn't have any other family." Naruto said.
"It's true... and I'd be honored to call you my Baa-chan and Jiji, that way you'll still be family, what do you say?" Jiggles asked.
They looked at the happy, hope filled face of Hoteri and both smiled. "Hai, we accept."
Naruto smiled and took another form from his coat pocket. "I had this prepared just in case... I didn't want to totally separate you from Hoteri-chan... I'd catch all kinds of hell at home... and Hinata-chan would kick my ass if I did." Naruto said seriously, but still smiled.
Everyone but Naruto laughed.
"I may be Hokage, but even I'm no match for a village full of angry mothers." Naruto said and cringed at the thought, they all laughed again.
They took the form and both signed it.
Naruto put it with the others. "I'll be right back, I have to drop this off at the Raikage's office." Naruto said then vanished in a yellow flash. A minute later he returned the same way. "Hoteri-chan, how would you like to introduce all your friends to your Kaa-san and spend the day saying goodbye to them for now. You can come back anytime you want to play with them after you get settled in your new house in Konoha. I have some friends that I'd like to visit too."
"I'd love to, thank you Naruto-kun!" Hoteri squealed happily and hugged him.
Naruto smirked and hugged her back, she'd called him kun instead of sensei. "Go on, I'll meet you back here at sundown."
Hoteri nodded, grabbed Jiggles hand and ran out the door with her in tow.
Naruto waited a moment for them to leave and shut the front door. "Don't worry about money, I'll deposit some in your account here in Cloud... I think five million should be enough to live comfortably.".
They both paled at how casually he'd just give them five million ryo. "We can't let..." She stopped when Naruto raised a hand.
"I insist, and will not take no for an answer." Naruto said calmly but firmly.
They saw it on his face, he wasn't going to budge in this. They glanced at each other then gave him a full bow of respect. "Thank you Naruto-sama, we're most honored by your generosity."
"Forget it, I have more than even I could ever spend, I'm glad to help if I can. Now if you'll excuse me I have some women to meet." Naruto said with a big sly smile, gave her a quick but passionate kiss, gently squeezing her breasts, then winked and vanished in a yellow flash.
She blushed bright red and turned to her husband who was smiling in amusement.
"If he finds you sexy, who am I to argue?" He said to his wife. They were in their mid-forties, but were still in good shape for civilians, and his wife was still very attractive and her full E cup breasts were still rather firm. "I'm not Naruto-sama, but I can still put a big smile on your face." He said and put his arm around his wife.
She smiled and nodded, she knew exactly what Naruto was going to do, it was no secret in Cloud among the adults, and she'd heard how well endowed Naruto was. She hoped he'd mark them someday, they'd move to Konoha if needed, it'd be a great place to retire.
