you should definatly continue this, i love both Doctor Who and Harry Potter, but ive not seen a crossover where he is a Time Lord, would be an interesting story, hope keep it going

Actually in my story he isn't a Time Lord yet, technicly he is a Time Tot. He has potential to be but he would need to face the Trials that all Gallifreyan children have to go through in order to become a Time Lord.
