Cool, Harry is a Gallifreyan, and the Dr. has found him. I wonder if Harry is going to go to Hogwarts or not, or learn that he can do magic. I can't wait to see what happens next.

The why is because Harry was hit with the killing curse. The how on him regenerating will be explained later.
