'Those who abandon their teammates are worse than trash' - great philosophy for a man who wrote off one of his students right off the bat. Then tries to steal from him. As commander, he might have the right to request that Naruto loan Sasuke the sword, but not the right to order it. And that request would have been far more appropriate had it come from Sasuke in person.
At no point in Kakashi's diatrabe did he ever ask where Naruto got the sword or who trained him. He just reprimanded Naruto for learning without telling him and ordered him to stop attempting to improve himself without advance permission. Which pretty much shows that Kakashi isn't really interested in Naruto except as filler to bring his team size up to four.
