- The question has also been asked "who would give an 11 year old access to weapons like that?" Well considering the world he comes from, where kidnappings are common (even though they turn out to be exceedingly bad ideas bringing down on occasions the literal wrath of god(s) on the pointy little heads of the perps), perhaps a better question might be who would allow 11 year olds access to the general purpose weapons that allow their users to do everything from tickling to killing their opponents the level of the attack limited only by the Waver's intent. I am of course referring to wands.

Yeah, I've always wondered why BWS seems to have to philosophy and doctrine on "reasonable use of force" that the youngsters are taught before being trained to use wands. In the US, most responsible firearms training starts with at least the basics of this and works with children as young as six (Massad Ayoob's writings can document this, he trained his kids); yet the BWS has, apparently, nothing like that.

Considering the super-powered culture Harry Stark grew up in, his tools are well suited to his abilities, nature, and age and I've no doubt that Tony Stark has taught him well the responsibilities that come with that power.
