I think Lucius should have given Draco the message in person, but the Brotherhood probably ordered him to be gone by dawn, or something like that. I suspect that Lucius and Narcissa would be smart to shift Draco over to Durmstrang - it isn't as if any resentment wouldn't spill over to their son, even if he WASN'T complicit.
Too bad about Ginny, but I never really cared about her anyway. Bringing Ginny back to Hogwarts probably won't be very good for her, but it's exactly the sort of thing the Headmaster would insist upon. He would probably use phrases like,"facing your problems," "being comforted by familiar surroundings," and (my favorite) "safest place in England." She'll need therapy, quite probably extensive Mind Healing, and I'm sure she won't get it.
I wonder whether this will bring the Weasley family together or help rip it apart?

Considering Lucius had a Crucio to the privates, and perhaps a bit of additional, worse torture, he was in no condition to walk without a charmed icepack let alone visit Draco.
While Draco could transfer (but he won't, as he's always a useful tool to have in a story, where could Ginny tranfer to? The Weasleys could hardly afford getting her the magical language training she would need to go to a foreign school, and Rowling is very firm there are no other schools in Britain.
