Other than the whole internet access in 1989 things look pretty good. You could solve it instead by having him simply reading a "new age" book in the public library.

I'm glad you think it is worth following. You should read the first chapter right after the disclaimer, it won't be affecting the wizarding world but it will allow for some perks on the muggle front.
