I think that once he has calmed down, the HP that you have crafted in this story is far too determined, far too intelligent, to just accept this state of affairs.
He would set about investigating all his legal options, at minimum. Not to mention that he tried once to blackmail his aunt, and so slightly more shady options might also be something he would try.
in canon we've heard nothing of solitors/lawyers, but there is much we did not hear about wizarding society. I would be interested to see some solicitors investigating Harry's claims of forgery.
Not to mention, he even has potential allies in the Dursley's. Imagine if he asked them to HELP him stay out of the magic world?! shocking
keep up the fun story.
(I know, we do want him at Hogwarts, but just based on what you've crafted so far, I can't help seeing that outcome.)
