Yes, I think you started the setup for Hermione/Luna nicely, although they will need more development considering where you left them (does any one of the three really think they deserve at least one of the others at this point?)
You left it open, but I hope Dumbles didn't leave the Dursleys at Privet Drive under temporary wards. Glad you remembered to deal with Ripper.
I take it Fawkes is transfering his allegience? If so, I hope you'll give some reason why the alarm was bothering him so much at some point (probably doesn't have to be detailed).

I don't intend to make it too easy for them or have things go smoothly once they do work things out. I think there will need to be some work, compromise and a lot of honesty - and that's while there relationships are still at the early stages. If/when their relationships start to become more.. adult, then I expect things would need to be worked out again. After all, if it was easy, then everyone would be doing it.
As for Dumbles, I guess we'll have to wait and see what he did.
I will explain what happened (& is happening) with Fawkes in time, and I'm hoping that when the answer comes out, readers will be able to look back and think; 'yeah, I can see that.. cool'
