siaru -- nope, I know nothing about how anyone else uses technomages. And yes, there is a lot going on 'behind the camera'.
My quick take on technomages -- a group of Muggle-raised back in the late 1800s in the US and Canada wondered what else they could use magic for, and with. Magic must use some sort of power (or else it shouldn't interfere with electronics) -- and they are 1) researching what else that power can do and can be used for 2) using the results to push into new areas of learning, beyond what Muggle or Magical people think. The Wizarding Wireless was an early result (about the only common 'gizmo' easily available in Europe, where the leaders are afraid that new knowledge will displace the Purebloods running things), while gizmos like the deluminator are available with special permits (so in canon, Scrimgeour knew what it was, but not how it worked, allowing Dumbles to have it modified to also be a Harry detector, while such a thing never would have occured to the Death Eaters -- hence how I am fitting this into the canon world to a degree)
sparky -- no, Malfoy was confined to the slytherin common room except for class and meals for September, and his injuries were less than Ron's, who would have been playing as keeper.
