You could go with a Bonnie and Clyde thing, or a Brad Pitt character from Ocean's 12 and the female inspector type thing
the cops and robbers bit sounds a bit restricting. There's not much you can do with that other than have hermione chase harry around the whole freakin story and maybe one day catch him, but let him go or something.
