Ok, first off, brilliant first chapter. Other than a few technical mistakes, no complaints.
Now, for a few suggestions regarding Harry and a few others.
First off, since his first appearance, the Joker has always been the most violent, sadistic and unpredictable villian in comic book history. He cannot be manipulated, itimidated and no amount of reason can disway from a certain course of action once he's decided upon it unless the alternative offers him a higher number of casualties. You touched on that pretty good in the first chapter and I hope you continue doing so.
Second, Draco Malfoy. The way his parents were killed its obvious that you are at least thinking about him becoming Batman, I would like to offer another option.
From what we know of Draco, he hates muggles and muggleborns but doesn't have the stomach to actually go the route of a Death Eater as his father did. Seeing his parents killed by a muggle would certainly reenforce this hatred but depending on who raises him from then on will decided by how much.
Upon reaching Hogwarts, he recognizes Harry as the boy who refused to help his parents and lashes out at him. Harry toys with a while before finally disfiguring him, just to see how he reacts, ie, Two Face. One side is the weak fearful little boy that failed to protect his parents but hides it behind his mask of arrogance. The other side is dominated by his rage and overwhelming need to inflict pain on others. Hurting them as he was hurt.
While Two Face and the Joker share many qualities, Two face can be manipulated by a stronger personality making Draco the perfect person to be Harry's 'strong arm', as it were.
I'm sure many have suggested Neville as Poison Ivy but that is just too ridiculous. Hannah Abbott or Susan Bones would be perfect as I think both of them are good at herbology and both have red hair.
Luna as either the Riddler or Harley Quinn. Both fun characters that offer a heap of hilarity, nough said.
Catwoman, Daphne Greengrass or Tracy Davis. Whichever one you choose, from a minor pureblood family that is often looked down upon by the rest of the purebloods for not having a long enough family line and/or big enough fortune. She uses her considerable talents to strike back against the so called 'old line families'.
The penguin, I've got no idea.
Penguin, Catwoman, Ivy, Two Face, Freeze, Scarecrow. You've got itellegance, beauty, physical ability and raw brutality but each of these characters can be manipulated if you know where and how to apply the pressure. I can see Harry using each of them to help soe his chaos, whether they are aware of someone pulling their strings or not.
Just one last little tip. When writing a crossover fic its important to keep some things the same. Actions, ideas, the personalities of the various characters, if you change too much, readers will get frustrated and loose interest. Trust me on that, I wrote an epic disaster that fell apart becouse everyone got pissed with all the changes I made.
Whatever you decide to do, PLEASE, PLEASE, PLEASE don't go the route of any of those ridiculous tv shows where the Jokers actions turn into stupid but malicious pranks or the various crossover comics where he is but one henchmen of many in a big crime syndicate. The Joker is meant to be the manipulater, not the manipulated. He follows no one's orders and will kill anyone who attempts to impose their will on him.

firstly, not annoyingly long... awesome! i love the long reviews.
now, yes, draco is the running man for batman. but DAMN thats the first review that made me reconsider who i got for Two-face. I'm not sure, maybe? its a really good idea. hmmm
hannah or susan as poison ivy? another idea i played with. you know, i'm sad to say i originally had nevile, i had a ploy on how to turn him, but now that i'm thinking about it... i actually have more space to twist on those two... hmmm
luna? yep... riddlers taken but harley's free. :)
catwoman... well, i've been having a lot of trouble casting her. thats a nice point though.
Penguin.. i don't really like him. he's not going to be a main character, he might do a cameo or a one-chapter-shot, but even then i dont think so.
thanks for the tips too. yeah i want to keep the basic ideas suck as horcruxes and voldy the same, and even how i twist them in going to be based in cannon. after that its open season. its just like it looks; the potter universe with a few more metal people.
and no, no stupid jokes... well i got a few distractions... like the pencil magic trick in the movie. while everyone is watching the left hand with the sparkly card, the right hand is aiming the gun.
no acid filled flowers or lethal joy buzzers for me. personally i always thought that sorta stuff annoyed me. i liked the darker parts.
