Why would Harry be arrested? Is the order more powerful in the Ministry?

Becasue he was walking around with a convicted criminal. Usually, when a civilian is found with a criminal, and there is no evidence of kidnapping of something, the civilian is taken in and questioned. He COULD be an accomplice. :) And no, aside from some Aurors, the Order is not in the Ministry. But the Minister wants Harry.
