This is one of the more creative takes on the Potterverse, and I liked the effort put into describing wand making. I do not praise HP fanfic authors often, but you deserve credit for this more original idea. Too few brits bother admitting the west coast of France is interesting, much less take harry there and start a new, and sensible, life there with those he cares about. Particularly since the Basques have maintained a republic for 3500 years, 1500 before Christ. I would think, following the rules of the International Statues of Secrecy that the Muggle Basques would be quite aware of the magical ministry and have the closest ties to them other than those found in Rome or Constantinople/Istanbul themselves. Think of the potential stories available....
