Hopefully this question will be answered in the next chapter, but I'm asking anyway, just to make sure you remember: Why doesn't Dumbledore send Harry back to the Dursleys? Does McGonagall explain to him that Harry shouldn't go to a family that would kick him out like that? Or maybe Tom doesn't tell Dumbledore or the Ministry.

Tom never told Dumbledore or the Ministry about finding Harry, but soon Harry will be officially adopted by a family and Dumbles will be unable to do a thing about it.
