This is such an excellent character study of Reeve.
You do excellent and innovative things with the metaphor of Midgar as a living entity.
I was almost convinced that you'd made Reeve a bit too close to perfect, what will all of his self-flagellation and the realization that he is partially responsible for the fate of Sector 7. That's why Reeve's waffling about what he should do about righting the wrongs of Shinra is so excellent. Reeve is rightly terrified of opposing them, and despite his knowledge that they are abusing the city he loves terribly, he still seems to some extent to be frozen in inaction.
The reduction of Reeve's imaginary stand against Shinra from a rather heroic shouting of the truth to "doing some paperwork," shows that he is still human and fallible after all, although he has romantic ideas about the slum dwellers and their efforts to rebuild after the destruction wrought by Shinra.
It's an excellent story and a wonderful look at the workings of Reeve's mind.
