No he didn't find Pikachu. Oak had given away the usual three starters and gave Ash Pikachu he had recently caught. Thing was Pikachu was a total asshat in the beginning, but then Pikachu got injured after being attacked by a flock of angry Spearow. So when ash got between Pikachu and the Spearow, Pikachu sent out a huge thunder bolt to get rid of them to protect Ash.Cause at that point No matter how much of an ass he was Ash was still ready to put himself in danger for him. That is why they have such a strong bond..... Sorry, when on a little rant.
