If you think about it, it's really no surprise that the ol' brainless bearded wonder blunder had that Voldemort for fifteen months and did nothing with it. He had eleven years to find at least one of those Horcruxes in canon yet did nothing. He saw the prophecy as a way to get someone else to do the dirty work of killing Voldemort for him. Regardless of how many times he told Harry that he cared about his welfare, it's obvious he cared very little. He really showed how much he cared by placing Harry with people who hated magic and wouldn't treat him well at all. McGonagall told him on that night that the Dursley's were the worse type of muggles. They would not raise Harry as he should've been. Then when Harry got to Hogwash, just how the bloody hell did the school medinurse, after scanning him after being injured, miss all the signs of abuse and malnutrition? Either Pompfry isn't as good a medinurse as she touted or good ol' uncle Alby made her forget. So Harry leaving for a better school is an excellent idea.
