The premise of non-consensual sex with a minor definitely puts this story in the NC-17 category.

"Legal" age is a nebulous concept, but I can see the concern of non-consensual sex in any light requiring a change of rating. I'm going to ask the site moderators for an opinion and will, of course abide by what they say.
