You've already emphasized that any romance will be low key, so why the long and stretched process of declaring a ship?
From the reviews I've read it is overwhelmingly H/HR aside from Black Phoenix....do what you will...but don't drag it out needlessly.
A rather unfair ploy for your readers, no?
