Well, Rowling has said (book 2 wasn't it?) that Volde went and studied Dark Arts abroad and underwent various Dark ceremonies. Well, here is one of those he worked with. His name will be mentioned in a later chapter
As the chapter indicated, Voldemort's contact from Grindelwald's people collected the ingrediants, so he had Percy put under the Imperius.
