The 'Meddling Monk' was the first Time Lord (not yet called that) that the Doctor ran into. The 1st Doctor opped him in 'The Time Meddler' (on DVD) and the Monk also was an ally of the Daleks in (mostly lost) 'The Daleks Master Plan'.Meddling with the Doctor

If this were part of the Doctor Who canon, it would make the train wreck that is "The Time of the Doctor" a little easier to bear.
The question of exactly who is hiding behind the time crack and what their motives may be was more-or-less brushed over. However, Rassilon is still out there and so is The Master. The Doctor has also, in his solution to the Time War issue, shown he is also a master of the time stream. Things could easily get a lot nastier during the 13th Doctor's time.Author's response

I totally agree. Whenever the Doctor (#13 or whoever) deals with the Time Lords again in canon, SOMETHING like this needs to be said.
