Can definitely see him responding this way. However, not many people who are evil truly believe they are. Oddly some people who think they are evil are merely selfish or possess a guilt complex.
Draco is evil not EVIL. He will consistently watch out only for number one and will actively try to destroy anything that upsets him. However he is not likely to actually cause harm simply for the fun of it.
