1. Konzen thinks that Heaven is boring, but that's only because he really isn't paying attention to anything that isn't being shoved in his face and folding his documents into paper aeroplanes. Tenpou is paying attention, and scared as hell.
2. It is entirely possible that he wouldn't have been paying attention either, if he didn't have a harum-scarum General getting into scrapes that Tenpou has to dig him out of. But dig he does, and he doesn't like what he finds.
3. The thing that really scares him is not how far and deep the corruption has spread; Heaven was already moribund and ripe for infection. It is how easily he could have been infected as well without even noticing.
4. He thinks, itan or not, Goku is really the cleanest thing in Heaven. It might even be because he is itan and kept apart from the rest of Heaven.
