I like the concept, though I must admit a few things:
1. The idea of an evil/incompetent Dumbledore is almost overdone. I've seen it in way too many fictions.
2. The monetary system is "galleons" like the old shipping vessels, not "gallons"
3. The pratness of Ron is definitely overdone
4. Check your terminology and spelling! You gave Harry the title of "Barren" which means "incapable of supporting life" and is often used to describe a woman who can't become pregnant. You wanted the term "Baron" which is a noble title.
