  Seems like a good story. As for the Harem thing it really depends on what you want to do. If your going for smut with little to no plot then your idea's of girls for the Harem/throw away is fine but if you going for a real story you might want to rethink it. Such as Ginny and Lavander would offer very little in a real story to be in the Harem while Hermione as a vast supply of information that can be utilized.
  
  In the end it's your choice but as of right now you got those groups set up for a plotless smut in my mind.

  i vote for the patil twins to take the last two places.
  
  and for the slaves, ginny, hermoine, lavender, the gryff chasers (katie, alicia, angelina), gabrielle, some milfs maybe narcissa and there are a huge number of girls he can use and throw.
  
  and as mentioned it would be great if you spend time on why he chooses each girl. otherwise it becomes a PWP. even if it becomes a PWP, this is a good first chapter for me.

  Interesting start. Well I think as slaves you should add Narcissa and Amelia Bones. After all using Narcissa to spy on Lucius and ordering her to be only with himself is a nice revenge. Amelia can be a usefull resource in the MoM

  Nice story, not completely original but still enjoyable.
  
  Notice you didn't specify the bonded/slaves had to be female. Not suggesting slash but that some male enforcers and/or spies might be useful and there is no limit on the slaves.
  
  For the harem I would say a teacher(runes or arithmancy or astronomy maybe), the access a teacher could give would be valuable. Restricted section and the fact that Harry himself knows little of Runes or Arithmancy.
  
  For Hermione I would suggest a slave, she would make a good research assistant. Harry could also use her or Lavender as distraction from Ron being around too much.
  
  Another possible slave would be Madame Rosmerta, good info source for since she owns a pub and is usually described as quite the looker.
  
  There is also Rita Skeeter to consider as a possible slave, the ability to control the press could be valuable and her animagus form makes her a good spy.
  
  The last suggestion I would make is a healer, not necassarily Poppy. Harry gets injured way to often to not make that a valuable resource.
