well i think harry should "think" so maybe add key characters lets say make susan bones a slave so she can lure her aunt, and having madam bones under control he could enter the key positions in the ministry easilyHarry Potter and the BondNote

Gabrielle would be awesome as SSS and Hermione as a normal slave, she would be good for researching i guess.
Teachers would be hot off course. Why not make some Slytherin girls slaves, especially the ice Queens, he could make them his personal servants, reducing Pureblood Princesses to servants/slaves would be really humiliating.
