If anyone truly expects Umbitch to fully obey and NOT try to make Harry a scapegoat for her failure, then I've a tower in France, a couple of bridges in NY and some land down south to sell you. If you don't get the reference to the tower in France then read and learn. Sometime between WWI and WWII a conman convinced a scrap metal dealer that a certain tower in France was to be torn down and replace with a modern one. The French government was not laughing about it later. Love the story and wish there was more.Heaven's Garden

Still, I like the fact that it was FUDGE (not Harry) that slapped down the Toad. Maybe because Harry mentioned the Queen? (While Fudge may be a crook, he's well aware that the Ministry ultimately DOES answer to the Crown (specifically, Queen Elizabeth II - who was the Ruling Monarch during the time of the HP books, and still is today) - the wrong word in HER ear and he's dead politically.
