So... This is an 'independent!Harry' story. Okay, they can be good and they can be very interesting, because I have always subscribed to the theory that Dumbledore is too certain of his own wisdom and that blinds him to things that do not match up with his plans.
I presume that you are planning for this to have some Harry/Fleur moments. Well, that might be interesting - Harry getting a woman who is, by definition, irresistable, could make for some interesting interactions with his male friends.

The whole five mile run thing was impractical. I was the captain of my high school varsity cross-country team and to make a point a person that is not used to running will not be able to run five miles, let alone after having the flu. Change that to five kilometers and it would sound more reasonable(3.1 miles).

I hope while Harry uses a timeturner, will become 17 and be of legial age.

In the Wizarding World 16 is legal age, which is why the Weasley twins were able to do magic outside of school in book 5.
Also, I do not know how far into the story you have got but Harry gets emancipated meaning he is legally an adult even if he isn't
