  I would like to inform you that in chapter 19 of your story luna lovegood a second year went to hogsmeade 2nd years are not allowed in hogsmeade

  I know that. And rather than admit to making a mistake, I'll just say that Luna does what she wants and Filch isn't crazy enough to try to stop her.
